The product group includes textile floor coverings, carpets, rugs, and mats for indoor use – both loose and wall-to-wall products. The side facing up must primarily consist of textile fibres.
The product group has been created from parts excerpted from 029 Floor coverings and 039 Clothing, textiles and leather.
Nordic Swan Ecolabelled textile floor coverings, carpets and floor mats have reduced environmental impact throughout the lifecycle. The requirements promote a more circular economy, reduce climate impact, save resources, and ensure products are suited for a long lifetime.
The requirements include:
- High proportion of renewable and/or recycled materials in the product.
- Environmental and health properties of chemicals used in manufacturing of the product. Among others, the use of substances that are classified with respect to carcinogenicity, toxicity to reproduction, or genotoxicity, nanoparticles and antibacterial substances are prohibited.
- Energy efficient product manufacturing or use of Best Available Techniques (BAT).
- Limitation of emissions to the air from products with backing of other materials than textiles.
- Quality testing.
- Ban on PVC.

The licence fee for the Nordic Swan Ecolabelled products is based on their turnover in the Nordic region.

Fixed fee applicable to turnover outside the Nordic region 2 232 EUR per year for turnover exceeding 300 000 EUR. Fee for extension / change of licence

One on-site visit within the Nordic region is included in the application for a new or renewed licence.

Ecolabelling Sweden AB has no financial profit purpose and is financed through the fees above along with an annual government grant. The company is however liable for VAT according to article 56 of the European Council Directive 2006/112/EC.
Invoicing is made in SEK with the exchange rate from the first banking day of the year.
When both the applicant and the manufacturer are micro-enterprises, the application fee is reduced by 50%. A micro-enterprise is in this context defined as an enterprise with less than 10 employees and an annual turnover (of both ecolabelled and not ecolabelled products) below 2 million EUR.

1.1: Prolongation of the validity of the criteria
Nordic Ecolabelling decided on January 7, 2025, to prolong the validity of the criteria until October 31, 2026. The new version is called 1.1.
1.0: New product group
Nordic Ecolabelling adopted version 1.0 of the criteria for Textile floor coverings and carpets on the 22 March 2023.
The criteria is valid to 1 May 2026.
