Nordic Swan Ecolabelling of building operations reduce the environmental impact by meeting strict requirements on energy and water efficiency and climate adaptation. It also regulates indoor air quality, resource use, biodiversity protection and the use of products and services that meet strict health and environmental standards.
The requirements include:
- Operation of energy-efficient buildings from the start or after implementing energy saving improvements.
- Saving energy with continuous monitoring and optimization.
- Assessing and adapting to climate change over time.
- Maintaining a healthy indoor environment by controlling moisture and reducing harmful substances.
- Saving water with monitoring, optimization and water-saving technologies.
- Making recycling, repairing, and reusing easy for tenants to promote resource efficiency.
- Protecting biodiversity by avoiding herbicides and preserving valuable natural areas.
- Using products and services that meet strict health and environmental standards.
The product group includes the operation of new and old office buildings, educational buildings such as schools, and preschools, as well as the operation of new and old residential buildings such as apartments, townhouses, student housing and special housing for the elderly or people with disabilities. The product group also covers the operation of healthcare facilities, such as dental clinics and physiotherapy centers. It is the operation of the individual building that can be certified.

If this is the first time you are applying, the authorized signatory must fill in your company information and approve the application conditions. In this way, you get login to the portal and the right to assign access to other colleagues.

The licence is granted per country, with each unique building considered a separate licence product. The application fee for a new licence includes up to 5 buildings, provided they are documented simultaneously and as part of a coherent submission.
The annual licence fee is based on the size (m²) of each building, divided into four tiers (m² calculated according to national standards).

Ecolabelling Sweden AB has no financial profit purpose and is financed through the fees above along with an annual government grant. The company is however liable for VAT according to article 56 of the European Council Directive 2006/112/EC.
Invoicing is made in SEK with the exchange rate from the first banking day of the year.
* When both the applicant and the manufacturer are micro-enterprises, the application fee is reduced by 50%. A micro-enterprise is in this context defined as an enterprise with less than 10 employees and an annual turnover (of both ecolabelled and not ecolabelled products) below 2 million EUR.
** For extension/change of a licence, we charge for the time spent handling the matter. We do not charge for purely administrative tasks that takes less than 1 hour.

Information about the latest version of the criteria for Nordic Swan Ecolabelled building operations
1.0 ⇛ 1.1: Adjustment of criteria
Nordic Ecolabelling decided 13 May 2025 to adjust some issues in the criteria. The product group definition has been clarified that residential buildings regard residential apartment buildings. Requirement O7 has been updated to allow some flexibility and no longer include the word “addressed”. Requirement O11 has been clarified on cases where a professional external service provider is used. Requirement O18 has been clarified and updated to better reflect the reality and how it works in practise. Requirement O22 has been updated for Denmark and now reflects the reality and how it works in practise. The background text for requirement O27 has been updated with information regarding textile waste. Requirement O29 no longer covers residential buildings. The new version is called 1.1 and is valid until 31 October 2029.
1.0: New criteria generation
Nordic Ecolabelling adopted version 1.0 of the criteria for 116 Building operations on 30 September 2024. The criteria are valid until 31 October 2029.
