Cosmetic products 090

Nordic Ecolabelling of cosmetic products guarantees, among other things, that: l Minimal amounts of environmentally hazardous substances are contained in the products.
– Strict requirements are set in regard to the permissible levels of biodegradability, toxicity and bioaccumulative potential of a product’s constituent substances.
– Products aimed at children are perfume free.
– Use of packaging materials is reduced.

The DID list

  • The cosmetic criteria document is an overall document for the commodity groups:

    • Shampoos, conditioners, soaps and toothpastes
    • Sun protection products
    • Wet wipes
    • Other types of cometic products
    • Non cosmetics care products

    A special fee is charged for each product group according to the following list.

    Fees valid from January 1st, 2019 until further notice

    Application fee:

    Application fee including one on-site inspection *) 30 000 SEK excl. VAT. Inspection of four recipes is included in the application fee. For inspection of additional recipes, 7 500 SEK excl. VAT per recipe will be charged.
    Renewal fee *) 15 000 SEK excl. VAT. Inspection of four recipes is included in the fee. For inspection of additional recipes, 3 750 SEK excl. VAT per recipe will be charged.

    Annual licence fee:

    Annual Nordic licence fee**) 0,3% of turnover in the Nordic countries + VAT per year for EUR 0-50 million.
    0,05% of turnover in the Nordic countries + VAT per year for EUR >50 million.
    Minimum fee for the Nordic countries 2 000 EUR annually excl. VAT
    Maximum fee for the Nordic countries No maximum fee
    Annual licence fee outside the Nordic countries (for licence holders with a turnover of more than 300 000 EUR of Nordic Swan ecolabelled products, sold outside the Nordic countries) 2 000 EUR annually excl. VAT

    If the Nordic Swan ecolabelled products are only sold outside the Nordic countries, a minimum fee is always charged.

    Fee for extensions/alterations of licence:

    Extension/alteration of existing licence Should the extension regard inspection of recipes, which are not already included in the licence, 7 500 SEK excl. VAT will be charged per recipe.

    Other types of alterations will be charged according to how long it takes to deal with the matter:
    - Less than 4 hours: 3 750 SEK excl. VAT
    - Between 4 and 8 hours: 7 500 SEK excl. VAT
    - More than 8 hours: 15 000 SEK excl. VAT

    Fees for on-site inspections:

    Extra fee for additional on-site inspection within the Nordic countries 5 000 SEK excl. VAT per visit
    On-site inspection outside the Nordic region, but within Europe***) 15 000 SEK excl. VAT per visit
    On-site inspections outside Europe***) 25 000 SEK excl. VAT per visit

    Euro rate: The exchange rate of the first day of the year is used to convert amounts in Euro to national currency:

    *) Micro enterprises are charged half the fee. A micro enterprise, according to our definition, is a company with a maximum of 10 employees and with a total turnover of €2 000 000 (including both ecolabelled and non-ecolabelled products).

    **) Corporations pay only one licence fee

    **) There is an extra fee of 1 000 EUR per day if the inspection takes more than one day

    Fees valid from January 1st, 2018 until December 31st 2018

    Application fee:

    Application fee including one on-site inspection *) 28 000 SEK excl. VAT. Inspection of four recipes is included in the application fee. For inspection of additional recipes, 7 000 SEK excl. VAT per recipe will be charged.
    Renewal fee *) 14 000 SEK excl. VAT. Inspection of four recipes is included in the fee. For inspection of additional recipes, 3 500 SEK excl. VAT per recipe will be charged.

    Annual licence fee:

    Annual Nordic licence fee**) 0,3 % of the licence's annual turnover in the Nordic countries, excl. VAT

    3.3 ⇛ 3.4: Adjustment of the criteria

    Requirement O29 Dosability / Dosing systems end emptying level and appendices 1 och 2 have been adjusted. Some editorial errors have also been corrected in both the Swedish and the English edition of the criteria. 

    The new version, 3.4, is valid until 31 december 2021.

    3.2 ⇛ 3.3: Extension of criteria

    The criteria have been extended with sex products. The new requirement can be found under the passage "Products not covered by the Cosmetic Regulation": O25b Sex products. 

    The new version is called 3.3 and is valid until 2021-12-31.

    3.1 ⇛ 3.2: Alteration of criteria

    • O26 Amount of packaging: A new packaging category for plastic packaging under pressure has been added. Appendix 2 has been corrected.
    • O34 The claim mild/gentle: Clarifications have been made in the requirement and in Appendix 8.
    • O43 Take-back system: The requirement has been removed.

    The new version is called 3.2 and is valid until 2021-12-31.

    3.0 ⇛ 3.1: Alteration of criteria

    • O5 Prohibited substances: Small amounts of BHT allowed in perfumes.
    • Several errors in both the Swedish and the English versions were corrected.
    • Appendix 2 was corrected.

    The new version is called 3.1 and is valid until 2021-12-31.

    3.0: New criteria generation

    The new generation criteria, 3.0, was published on November 8th 2016 and is valid until December 31st 2021.

    2.12 ⇛ 2.13: Prolonghation of criteria's validity

    Nordic Ecolabelling's Criteria Group decided on 7 February 2017 to prolong the criteria for rinse-off products with 4 months to the 31 October 2018 and at the same time to prolong the criteria for leave-on products with 9 months to 31 march 2019. The new version is called 2.13.

    2.11 ⇛ 2.12: Prolonghation of criteria's validity

    The criteria's validity has been prolonged with 12 months. The new version, 2.12, is valid until June 30th 2018.

    2.10 ⇛ 2.11: Alteration of criteria

    • R3: The exemption for surfactants now applies for all product types.

    The new version, 2.11, is valid until June 30th, 2017.

    2.9 ⇛ 2.10: Extension of criteria

    Nordic Ecolabel's criteria for cosmetic products have been prolonged with 12 months. Also, requirement R48 Marketing, has been removed. The new version, 2.10, is valid until June 30th 2017.

    2.8 ⇛ 2.9: Alteration of criteria

    • Requirement R14 now clarifies that fragrance substances, incl. the 26 allergens, are not allowed in baby/children's products.
    • Appendix 8 now gives alternative ways to support the claim "mild".
    • In requirement R5, the link to EU assessment of PBT and vPvB substances is updated.

    2.7 ⇛ 2.8: Alteration of criteria

    • R5: Microplastics have been added to the list of prohibited substances in the products in R5.

    2.6 ⇛ 2.7: Extension and alteration of criteria

    • The validity of the Nordic Ecolabel criteria for cosmetics have been extended until June 30th, 2016.
    • Criterium R37: R37 has been altered and a new appendix, number 8, has been added.
    • Criterium R30: Packaging material for decoative cosmetics is now allowed to contain 15 grams of metal.

    The application process starts by you downloading the application form and filling it in. You then send it to Ecolabelling Sweden.

    We will register your application and send you a confirmation. You will also be assigned an advisor who will help you through the application process.

    During this process, you will send in documentation that proves that your product can successfully meet each of Nordic Ecolabelling’s requirements for your specific product group.

    The application consists of these parts:

    • Completed application form
    • Documentation Overview
    • Documentation showing fulfilment of all requirements according to the criteria document


    Once your product has been approved – not before, you have the right to use the Nordic Swan Ecolabel in all your marketing as long as your licence is valid.
