Tissue paper 005

The Nordic Swan Ecolabel on a paper product confirms that resources have been used efficiently and that environmentally suitable production methods have been employed. The raw materials used in the product have been evaluated by Nordic Ecolabelling and only raw materials of the highest quality in environmental terms may be used in Nordic Swan Ecolabelled products.

The tissue paper criteria consist of three documents; the criteria document below as well as the "Basic module" and the "Chemical module". Please download these here:

Nordic Ecolabelling has now begun a revision of the criteria for Nordic Swan Ecolabelled tissue paper. One focus area will be the climate. The current criteria are from 2011 and there has been a positive technology development in tissue paper production, and the conditions for producing paper with a low climate footprint are significantly better than 10 years ago.

As always during a revision, the criteria will be modernized and tightened so that the Nordic Swan Ecolabel will continue to be an effective tool for sustainable production and consumption.

  • Fees valid from 1st January 2018

    0.05% of turnover + VAT per year > EUR 30 million.
    Minimum fee for Nordic region EUR 2,000 + VAT per year.
    Maximum fee for Nordic region No maximum fee.
    Fees for sale outside the Nordic region          
    (Only if revenue > EUR 300,000 per year)
    EUR 2,000 + VAT per year.

    * When both the applicant and the manufacturer are micro-enterprises, the fee is reduced by 50%. A micro-enterprise is in this context defined as an enterprise with less than 10 employees and an annual turnover (of both ecolabelled and not ecolabelled products) below EUR 2 million.

    ** Please note that pulp manufacturers must be inspected and listed by Nordic Ecolabelling in accordance with the "Basic and Chemicals Module for Nordic Ecolabelling of Paper Products". 

    *** Where inspection visits require more than one day including travelling, Nordic Ecolabelling can invoice an additional fee of EUR 1,000 per extra day. Other extraordinary costs induced by the inspection visit can also be invoiced the applicant.

    **** We make a distinction between completely administrative tasks lasting less than 1 hour, and all other tasks lasting between 1-4 hours, between 4-8 hours and more than 8 hours.


  • Information on the latest version of the criteria for tissue paper

    5.7 ⇛ 5.8: Prolongation of the criteria

    The validity of the criteria was extended with 12 months. The new version, 5.8, is valid until June 30th, 2022.

    5.6 ⇛ 5.7: Prolongation of the criteria

    The validity of the criteria was extended with 6 months. The new version, 5.7, is valid until June 30th, 2021.

    5.5 ⇛ 5.6: Prolongation of the criteria

    • The requirement on take-back system, R24, was removed.
    • The validity of the criteria was extended with 18 months.

    The new version, 5.6, is valid until June 30th, 2021.

    5.4 ⇛ 5.5: Alteration of the criteria

    Adjustments have been made in O4 Energy and O5 Emissions of CO2 for producers of tissue paper that do not have their own energy production based on renewable raw materials and are not associated with a thermal power plant. The new version, 5.5, is valid until December 31st 2019,

    5.3 ⇛ 5.4: Prolongation of the criteria

    • Minor editorial changes have been made in requirements R3, R8, R24, Table 3 and in "Annual update".
    • The requirement on marketing, R26, was removed.
    • The validity of the criteria was extended.

    The new version, 5.4, is valid until December 31st, 2019.

    5.2 ⇛ 5.3: Adjustment of the criteria

    An adjustment of the product group's definition and also a change in R9 has been made. The new version, 5.3, is valid until December 31st 2016.

    5.1 ⇛ 5.2: Extension of the validity of the criteria

    It has been decided to extend the validity of the criteria with 24 months. The new version, 5.2, is valid until December 31st 2016.

    5.0 ⇛ 5.1: Extension of the validity of the criteria

    On May 15th 2013 it was decided to extend the validity of the criteria with 24 months. The name of the new version is 5.1 and is valid until December 31st 2016.

    The application process starts by you downloading the application form and filling it in. You then send it to Ecolabelling Sweden.

    We will register your application and send you a confirmation. You will also be assigned an advisor who will help you through the application process.

    During this process, you will send in documentation that proves that your product can successfully meet each of Nordic Ecolabelling’s requirements for your specific product group.

    The application consists of these parts:

    • Completed application form
    • Documentation Overview
    • Documentation showing fulfilment of all requirements according to the criteria document

    Once your product has been approved – not before, you have the right to use the Nordic Swan Ecolabel in all your marketing as long as your licence is valid.
